Is having a disability necessarily a handicap? You might think that questions like those above have a simple and straightforward answer. It does not. Nothing is absolute in the human condition, and not all concepts are consistent across culture. Many answers have been suggested to resolve these questions. Definition of disability and handicap differ because of differences in attitudes, beliefs, orientation, discipline and culture. Explanation of the concept of disability and handicap vary, as do opinion on whether disability must always impair a person’s ability to participate in mainstream society. Some concepts of disability hold that disability would disappear if society were organized some other way. Is that so? Why would the response to disability be different across cultures? Some scholars such as Grossman (1998) and Erevelles(1996) propose that the concept of disabilities is a political and economic necessity of societies that require a class structure. Other scholars like Kaufman (1997) do not accept the position that disability is the result a stratified society and reject the idea that everyone should be treated a like. An extreme need for “sameness” forces people to minimize disability – to the worst, even deny its existence. People need to focus on the concept of “difference” and the related necessity of making value judgments . Simple questions do not always have simple answers. Discussing about the relationship between disabilities and being handicapped is not only an important concept but an interesting one as well. They way people are treated can limit their independence and opportunities. We are still left with the question of whether the terms disability and handicap are synonymous. If they are, the disability could then be viewed as a difference, a characteristic that sets and individual apart from everyone else, something that makes the individual less able or inferior. Many profession (Medical and/or Psychology) view disabilities in terms of deviance – a model whereby the majority of the population is considered “normal” and a disability sets the individual apart. In that view, it is the disability that restricts and individual’s ability to reach his or her potential, rather than the individual being handicapped by society’s attitudes. And what of gifted individuals with exceptional talents and outstanding intellect? Do people’s attitudes about their differences handicap them and prevent them from achieving their potential? Misconception and stigmatization in the society on certain disability influence how people are treated. Bias and discrimination influence people’s outcomes in such a way that what is thought of as a severe disability in one society might not handicap a person’s efforts to achieve his or her potential in another society. In the special education world the terms of Impairments, Disability and Handicap are commonly used. Impairment is a loss or abnormality (anatomical, psychological, or physical); Disability is limitation in the ability to perform certain tasks in the same manner as most individuals do and Handicap is a problem or disadvantage in interacting with the environment. Evidence abounds that disabilities and/or exceptionalities are part of the human condition. It’s not a disease (therefore you can’t “cure” it but you can learn how to live with it and have a productive and meaningful life with the disability. The disability and exceptionality are uniqueness of each individual. People should see the person rather than the label. The important issue is not whether disabilities and/or exceptionalities exist but, rather, how people view and react to them? If people are treated fairly and able to realize their potential without considerable support from others, may be as a society we are expending considerable energy where it is not necessary.
| Salah satu aspeknya dari tulisan Mbak Adi ini, interesting sekali kala pertama kali saya datang ke US dan lihat kakek2 usia 75 bagging groceries di supermarket. Bandingkan kalau jadi manula di Jawa, sering dikhawatirkan anak cucu misalnya nggak boleh jalan sendiri dan harus ditemani. Jadi manula itu secara tidak langsung terus dicap disabled atau handicap. Tapi society kita di tanah air biasanya mengartikannya begitu. Ini juga dampaknya lebih jauh pada penyediaan lapangan kerja buat manula... Boro2 manula, orang yang berusia di atas 25 tahun saja sudah susah cari kerjaan karena di kolom lowongan pekerjaan biasanya disebutkan usia maksimal... sucks! Cari pegawai dengan based on the age itu kalau di sini 'kan namanya DISKRIMINASI, and it's against the law.... Konyolnya sudah max 25 tahun harus punya pengalaman pula... hehehe... dan yang lebih bikin bete kalau di persyaratannya diminta untuk berpenampilan menarik... doooh??? On and on and on... |

Range usia produktif di US sini juga relatively lebih lama sekitar 5 tahunan kira-kira. Di Indo usia pensiun umumnya kan 55-60 tahun..di sini 60-65. Dan sistem budaya berkeluarga juga beda, disini anak bukan "asset" orangtua untuk jaminan ngurusin kalau sudah sepuh...hehehehe...ditimur kan kebalikannya, kalau bisa ortu sampe meninggal ya kita rawat sendiri...lantas kalau disini bila termasuk golongan biasa (nggak kaya, nggak miskin) biar sudah pensiun juga diusahakan untuk bisa tetap kerja part-time (kalau nggak mau hidup ngirit banget), kenapa?biar bisa tetep punya insurance yang bagus...kekekeke... karena expense untuk health care & insurance manula itu tinggi banget...(ini yang masih didebatkan antara republican vs democrate, relate to penyaluran tax money untuk medicaid..=).However yang disebut mbak Ari benar adanya, treatment lingkungan bisa mempengaruhi performance seseorang...termasuk manula. |
 | Mbak Adi, paling pusing kalo di sekolah ada anak yang "unik", tapi guru-gurunya, orang tua, dan kepala sekolah, juga psikolog di sekolah pengetahuannya terbatas soal disability, impairment atau handicap, jadi ya cuma tebak-tebak buah manggis he he he. Guru bilang gini, orang tua bilang gitu, psikolog bilang anu...Si anak tetep aja nggak tau mau digiminain. |
 | masih dalam rangka LC-na Ari, Ari baru aja dikasih tau ada sekolah di sini yang menyelenggarakan tigak jenis kelas, reguler, enhanced and special needs. Kategori tsb lebih ditekankan pada kerangka berpikir, tidak mengutak-atik cacat fisik. Belum diterangin secara detail sih, soalnya Ari masih sibuk banget, tapi Ari suka dengan konsepnya, asyik.
Selintas Ari diterangin begini, misal ada setumpuk Tomat di atas meja. Pertanyaannya adalah, "What is that?" Anak reguler akan bilang, "Tomat", anak enhanced bilang, "Tomat merah", anak special needs bilang "Bulat".....
kalau di Indo, special needs mungkin masuk kategori anak bodoh, tapi kalau di sekolah tsb, mereka masuk special needs. karena tidak ada anak yang bodoh, tapi memang daya tangkap mereka berbeda. In Holland we do have indeed a company whose specialized for those categories either disabilities or handicap people. These company still growing with its making profits as any other company. The potentials which in a society called "disabilities and handicap" people unbelievable. How really unfair they mostly treated by majority, among other things such as by jobless people whose capable and healthy enough to do any job they offered by any subsidized job centre in this country.
Right, back to the nature its about mentality, self-respect and its a country system. Well, then its about any political situation which seem to me endless suppose to talk about it. Besides, I don't like politic that's all.
So, it doesn't easy to give a simple and straightforward answer indeed. Whether someone is disable person or a handicap. I give you an example at my work. Girls (they are so young.... ugh......) refused to do such a routine daily work which according to them its too risky and too heavy. Would you like to know what kind of work exactly? Reguler itu kelas umum seperti pada umumnya; enhanced itu untuk gifted children yang pinter, punya prestasi dan keahlian khusus; dan special needs untuk anak-anak yang membutuhkan perhatian khusus. Tidak semua sekolah kok punya tiga jenis kelas, jadi kalau ada gifted child nanti dikumpul aja jadi satu di sekolah tertentu, demikian juga untuk anak-anak yang butuh perhatian khusus. Untuk masuk kelas enhanced atau special needs ada testnya dulu.
btw, tetangga Ari yang anaknya autism juga disekolahkan di sekolah umum kok, dicampur dengan anak-anak lain, tapi ada satu guru khusus yang duduk dekat dia (special needs) untuk membimbingnya mengikuti pelajaran. Rie- |
 | Enhanced itu kalau ga salah looooh, tergantung dari hasil test anak tsb punya kemampuan lebih dimana, nanti kurikulum yang diberikan pada anak tsb akan lebih memperdalam kemampuannya tsb. Misalnya, kalau dia tertarik dan punya kemampuan lebih di bidang seni nanti dia akan banyak menerima ilmu seni, dan ilmu-ilmu lain yang terkait dengan kemampuannya tsb.
I just found out, dari tetangga juga, bahwa untuk pelajaran Matematika saja untuk kelas reguler pun ada beberapa pilihan yang akan disesuaikan dengan rencana anak tsb selepas SMA.
In short, curriculum developer disini kerja keras banget, banyak alternatives mata pelajaran yang mereka tawarkan agar sesuai dengan kemampuan dan minat students. Rie- |
